Yes they're still in the game the thing is you have better chances of finding them in strikes. That's where I find most of mine.

All I play is strikes and have never found them! I see level 28+ always getting them so maybe it's to do with being a higher level? Either way I'm trapped because I need better gear to get higher level but I need to be a higher level to get better gear!

The only thing that I can recommend is either increase your Vanguard or one of the others reps to get legendary gear. And if you need shards just do strikes get the marks and buy the legendary gear and break them down.
