I've maxed out both and there's absolutely no redeeming qualities for the Red Hand IX aside from looking somewhat cooler (IMO at least). I don't know if the stability rating for Hand Cannons is currently bugged, but at the moment I can squeeze off round after round with The Devil You Know with identical accuracy and rate of fire. So yeah... the higher Stability value for the Red Hand IX doesn't mean jack. Major bummer. :-(
