Considering that you have to play the campaign, I would suggest that everybody is a PVE player. Levelling up is a must in raids and strikes to complete the game and I don't know many that would buy a game to exclude playing the main content. The problem with this question is that these two sides were never meant to be compared. The games is one entity, and all parts compliment each other. If you enjoy the Crucible, you play it, if you enjoy doing raids and strikes, you do them. There is no this or that, there is only one destiny and this we must not side track.
