If performance is rewarded, then the casuals would see even less gear. Bones need to be thrown or the dogs will move on.
Couldnt your connection and lag issues be as much the fault of your isp and hardware as bungies?

Oh and a proposed loot biasing wouldn't be extreme. Maybe top player has 50% extra chance at the top allowable rewards while bottom player has 3/4 the chance. Everyone would still have a bone thrown their way, but better play gives better odds.
