I've gotten all of the camo shaders (that I know of, broadsword, thunder devil and substance 321) from cryptarch packages.

I don't believe it's certain levels of cryptarch it's random, I've gotten thunder devil multiple times on my hunter and broadsword at lvl 6 on my hunter (cryp lvl)
