No determined level for shaders with any faction all RNG based
Im level 41 with cryptarch and have never gotten Thunderdevil or broadsword
but Ive gotten god of war and such

I'm level 27 with cryptard and I got both thunderdevil and broadsword through him. I haven't been able to get God of war though

Level 62 & haven't seen Thunderdevil or Broadsword
