Raid set gear and exotic gear provide the 30 light needed to reach level 30. General legendary armor that can be bought from vendors cap at 27 light I believe.

Well now I just wish that I didn't hate the raid.

The Iron Banner will include two pieces of 30-light gear when it makes its next rounds. :)
