Yes, reacing level thirty is only for people who do the raid.
and yes, you only need 30(28 is a tad bit excessive if your not running the raid anyway) if you want to do hard mode VoG.
so...
Yes, people who cannot find people to run the NORMAL raid, should be geared for the HARD mode raid right?
