I expect it shouldn't go longer than 2.5 hours, starting at 8 30 edt / 5 30 pdt and ending around 11 edt / 8 pdt. You should be level 27+ and have purple weapons, but experience with the instance is not necessary. You can sign up if you're level 26 but priority will be given to those who are 27+ and still haven't done it.
