Bullshit.
Crucible drops are RNG because ALL drops are RNG. It's easier to just code to drop from a random pool than it is to devise a system that actually measures people based on merit or contribution and awards them appropriately.
It's just another example of how Bungie half assed this game instead of putting in the necessary effort.
