Lackluster? The Stranger's Rifle is beast in pvp! Also it was a pretty massive upgrade for me when I finished the story, didn't switch to a new weapon until I got Grim Citizen.

I use it for leveling alts and rock it in pvp all the time. People say I'm crazy. But the heads hits flow smoothly. My favorite pvp pulse rifle

It's better in PVP than my base Red Death, tho the leveled one out performs its by a bit.
