Its an MMO why not lock shit behind the hard stuff. They dont want every crappy player getting all the good stuff. If you have ever played an MMORPG before you would understand this.

This is how alot if (mmo)rpgs do it with end game stuff, and it works too. As long as bungie makes the every level high enough(29/30) then 32 for hard

Final fantasy 14 does it and dcuo. And I'm pretty sure wow had a similar system. That's how these games work, and it works great. So long as, I previously said, they make the entry level at or 1 level before the current cap
