I do strikes with my brother often and when we see that our 3rd guardian appears to be afk we try to give about 5min, after that we usually bail.

Yeah that's good to do. But whenever you're on the last boss, if this jerk hasn't started playing it's time to report them. You can bail on him if you want, but report him first so he gets dealt with by the higher-ups.
