The Dark Below raid is lvl28 with a level 32 hard mode and will only be accessible to those who purchase the DLC. As you need to buy the DLC to play the new content then it is not pay to win (pay to win usually means purchasing powerful gear with money ie. buying a full set of legendary raid gear for say £15)

  • Yeah that's what I'm saying though. So [i]assuming that there is new more powerful raid gear[/i], wouldn't you have to buy the DLC to even have a chance of attaining it? It would become a form of pay to win at least as far as iron banner/trials of Osiris is concerned.

  • It's still not really considered pay to win as the drops still need to be attained (and we all know how bad the RNG can be). If Bungie said that all players buying The Dark Below will get a full set of level 32 raid gear free then it could be equated to pay to win or if they offered Vex Mythoclast for £10 for all owners of the DLC. There are plenty of free to play games that have a cash shop that sells damage multipliers, movement speed increases, PvP currency and those are truly considered pay to win as no skill/time is required just a bank account and spare funds. The DLC are being referred to as Expansions and I'd probably agree with it being called that over the usual DLC fare (the classic 4 maps setup for Call of Duty for example). Just think of them as mini-expansions, small versions of what would normally be released by the likes of Blizzard (Warlords of Draenor for World of Warcraft, Reaper of Souls for Diablo 3 etc.)

  • Either way, even with that RNG you can still get that lvl 32 if you paid for it. Given infinite amount of time to play, someone with only the base game will get to lvl 30 yet someone who got the expansion gets lvl 32. The only difference? The lvl 32 paid extra money.
