That reminds me of another post, about building your own legendary weapon. Something to do with parts and unwanted weapons and such.
1: Being able to select the type, primary, special or heavy
2: then class, auto, shotgun, machine gun
3: the subtype, which determines the base stats, ammo capacity and accuracy
4: the variable look and color
5: the 2 special skills and 2 subsets
This is where it could get tricky, they would have to decide if you pick a whole subset group that's predetermined as in randoms, or each individually, as well as mutually exclusive and semi-specific abilities that are for either automatic or semi-auto.
The likelihood of this happening is very slim, random drops are what drive the game, and custom creation would probably kill it if legendaries could be made without a proper limiting factor, even if it took a lot of time and resources, or maybe custom rares would work
Specifically my idea is it would take 5 legendary weapons(all primary, special, or heavy based on which one you want) and you can only have one single custom at a time, which cannot be shard through the vault and given the time and resources costing maybe 20,000-25,000 glimmer, you wouldn't want to do it over again too easily. There's hope, same could work for armor also.
