I don't think that's a bug. Do you have the Stiker subclass with the shoulder charge attack equipped? When you run for a few seconds, that "aura" that you see on your screen indicates that you can use the shoulder charge. Hit the melee attack button, and it'll go to third person to show the attack if you do it right.

Well, damn. Now I feel foolish. Thanks man. God that is an annoying effect; I don't care how good shoulder charge is, that effect makes me not want to use it.

No prob man. Trust me, I thought the same thing when I first saw the aura. Then I figured out the reason behind it, because I remembered that I recently equipped it. And you aren't really missing out on not using it. It does quite a bit more damage than a standard melee attack, and is bad-ass to watch you clobber enemies with such force. But the practical use (I would imagine for most players) is virtually nonexistent (even in PvE), unless they thrive on rushing in and smashing every enemy. The charge up time is too long, so you have to REALLY commit to the attack. If they reduced the charge up time in half, there would be more of a use for it in PvP and PvE.
