I've not seen it happen all that often. One middle of the road player got an exotic and one low player. I got a legendary engram once on one of myworst matches. It was terrible because it was a warm up match that turned out to be against a bunch of fusion rifle/shotgun runners. I didn't feel like I'd earned it. I didn't want it. I wish I could have givenitto the poor guy who was highest on our team and clearly got landed with a bad team. So I wouldn't exactly call it welfare but it does seem somewhat rigged.
