In my opinion, the best use of the gunsmith and the guardian outfitter would be the opportunity to change only a select few things with the weapons and armor. With weapons you would be able to change damage type (arc, solar, void) and scope. You could also customize appearance (change color and change parts only for cosmetic reasons) With armor you would be able to customize appearance (as with guns) and alter weapon-specific perks to your preferred weapon type (one example: "carry more ammo for pulse rifles" you could change to for example auto rifles or sniper rifles) This would make them useful again, it would help people to customize and personalize their appearance and last but not least this would not in any way nerf the exotics/legendaries.
