I found him handy doing the fusion rifle exotic bounty.
One part is to break down 10 blue or higher fusion rifles.
Waited till the day he was selling blue fusions and broke them down.

I have been stuck on that part since last week... no blue fusion rifles for me!!! you=lucky

He will cycle through and eventually sell them otherwise it's near impossible to get them through drops just keep n eye out for his refresh timer and keep checking Good luck buddy

I bought the fusion rifles in preparation for finding the bounty. Once I got it yesterday, it took me maybe 2 hours to complete the whole thing. Best purchase I have ever made in this game.
