Let him be an actual gunsmith, instead of a dealer.
Let's say that I want a pulse rifle that can do void damage(I realize these may exist already). But, then you have the ability to build your own skill tree for that gun. Then "he" will calculate what you need to do to level it up.
This will give players, that truly have skill and dedication, to have their one and only gun that packs that personal punch.

Fusion rifle the pulse rifle is the burst primary but your right I needed something void for a bounty and I didn't want to take the time to find a weapon my level that was void so I went to the gunsmith and he was selling a void lmg and shotgun now I'm one step away from the thorn
