It is free content regardless of the fact it is a limited time event. free content does not mean it remains permamently. Free means added in with no extra cost to the player and the even was added in free. There was no purchase cost to it, so yes it was free. And yes it was content since it did add to the over all game play even if not in the manner wanted or expected by some. That does not make it non content because of that fact. So yes it was free content of a limited availability.
