Fusion rifle has a ton of range actually. Try it and you'll see. Rail gun seems like a worse rocket launcher. High level rocket launchers are easier to hit, have good magazine sizes, and seem like a strange overlap with a rail gun.

Ehh, they do have some range, but they feel like a slightly longer range shotgun, honestly. Was talking with a friend earlier and we came to the conclusion that there'd be a heavy for each type of damage one would be interested in: DPS (Machine guns) AOE/CC (Rocket launchers) and pure alpha (Railguns) Still, fusion rifles are a hoot.
