Exotic bounties are triggered by actions I can guarantee this. I have received the same bounty 3 times doing a lvl 26 Modifier on a certain mars quest. which has given me Thorn, soon Bad Juju and an exotic shotgun which I dismantled for lols.

How did you do it?

After completing the same Mars mission about 5 times out of those 5 runs I got the starting bounty triggered 3 times at the tower. My Mate got it twice
