Bounties? Daily reset only gave me 3 instead of usual 6

I had been getting 6 vanguard a day, today I only received 3 when they reset. Anyone know why? Are the daily bounties shared between all your characters or something (like a limit on them)? I had been on my lvl 14 hunter earlier.

just noticed NONE of my daily crucible or story reset either. highly annoying as thats 2 ascendant pieces i am out
