can't level up

I hit level 20 before all my friends. They are now all Lvl 26 and in still 21 even after more game time than them. Any suggestions. I have light armor on leg to head but not enough to actually level up. So frustrating!!!!!!!

I am level 22 and I got there by farming and getting lucky. Not the best strategy but it worked for me
