Are you technically maxed out as far as gear goes? I'm just wondering because I saw somewhere the max light level is 30 but with all legendary and one exotic armor won't the max be 28?

I need more more shards to rank my armour up, but I've heard to get 30 you need the raid gear because it gives you more light than normal legendary armour
