Only two things I would change about hand cannons would be: -Do way more damage in PvP. I can get three-shot by an auto rifle, but I shoot someone in the head with incendiary rounds from my hand cannon and they walk it off like it's no big thing? -Increase reload speed. I understand it takes a while to reload for a reason, but it really sucks when I'm in a strike and I've burned through all my ammo while I still have a few guys chasing me. I start having to hop around like a bunny while waiting to reload. Especially bad against Hallowed Wizards. Other than that, I think they're pretty decent. :) I would also say increased magazines, but there are a lot of hand cannons that have decent-sized magazines (like Hawkmoon and the Legendary Vanguard hand cannon).
