Try restarting your console. Or if you are on xbox one in an xbox live party try restarting the party app as it caused something like what you are describing to happen to me.

Good news! I fixed it. I had to physically power down the console by removing the console from the wall socket. All good now! I guess this applies to anyone who has standby mode set by default on the Xbox One

Tried both of those multiple times. No party open, and restarted console. Still nothing. I have a feeling the glitch started after completing the Gate Keeper Mission on Venus. I was still being shot at when the post-match screen appeared, and all the sounds were muffled from then. This includes reloads, weapon changes as well. It's really frustrating.
