I spend most of my time playing missions and have never been one to care a lot about what other people do with their time. So perhaps something is going on in this "farming" thing that I'm unaware of. However, how boring would it be to do patrol missions if the enemy didn't respawn? Sure you could lower the frequency of those respawns but you have to remember that the folks in free roam and the folks playing actual missions are all playing in the same lobby. Cutting down respawns for free roamers also means cutting down the number of minions available for mission players to kill on their way to the boss. Talk about killing the better part of what makes missions fun. So I wouldn't put my focus on the respawn patterns.
What you could do is cap the glimmer, etc for an event but then that would devalue the special glimmer boosting items that we pick up along the way. So for what I can think of anyway, changing the system would have more unintended consequences than good.
Obviously I'm not a Bungie dev (or any dev for that matter). So I can't speak for them but I suspect that the random nature of the rewards is how they chose to deal with the "farming" issue. When purple gun engrams are giving out green pieces of armor, you have to think either somebody in coding is an idiot or this was done purposefully. The only reason that I can think of to do it purposefully is to negate the usefulness of farming to get better weapons and gear. I suspect that this is their answer to farming exploits.
