Really? When I was level 10, I kept running into people playing who were level 20+ who were able to play the match with superior armor and weaponry and couldn't do much of anything. Granted I'm not a fan of PvP because I'm not that great against other people, but when they have superior everything, then its kinda lame. If nothing else, need to match people of similar levels better in my opinion, instead of being thrown against people nearly twice your level with all the bells and whistles that come with it.
