I'm cryptarch rank 8 and am getting lvl16 rares, have only gotten two legendarys from him out of like 30 engrams, while my friend is rank 5 and got an exotic and almost full set of legendary armor. Makes sense. Indoctrinated bastard. Welll actually edit that, hes all of the above.
