You're not alone the cryptarc runs off screwing people over. Everyone, except a few lucky people, hate how this works. Be happy you're getting strange coins, those do let you buy stuff on the weekend when the stranger comes to the tower.

If you're only getting coins and nothing else, take a look at things like, the time you're going to him, is it the same. If not then you might have a bug, if it is the same then still report it because they need to know so they can see is it just you or everyone at that time. If everyone is seeing it then there is an exploitable glitch in their rng at that time.

I got my first legendary off him last night, it was from the 14th legendary engram I decoded with him, and I already had a legendary equal to it from grinding vanguard marks, and the one from the marks even worked with weapons I like.
