It is. If you're 2 lvls down you do about 60% less damage and take way more damage in and if you're 1 lvl down you do little more damage and take a little less damage

Artificial difficulty.... That's pathetic game design.

No, it's designed to discourage people jumping into strikes above their level. You already don't do enough damage/can't soak up enough damage, so they cut it even further to keep you from joining up for a level 22 at level 20 and being a hindrance.

People still do it anyway. They should have made levels be a requirement if they didn't want underleveled players playing them rather than further handicap underleveled players at the expense of the other players in the strike.

You realize the players can STILL make it through under leveled, they just have to play cautiously. And they don't.
