When an event happens (and you're in the general vicinity), you'll get an alert, a countdown timer, and an icon that shows you where to head; the icon also has a countdown timer next to it to show how long you have to get there before the event starts. If you need an instant fix, and aren't interested in learning these locations through experience, the strategy guide has an overhead map of each Patrol sector, including the sites where these events take place.
