I am lvl23 and I still haven't gotten a single legendary or higher anything because Bungie/Destiny hates me.
I was all up in a puff about to tell you to stop whining until I read your post. I agree completely. It's stupid that the majority of items I get at lvl23 is lvl16 with mediocre to no light.

Yep if they come out with a Darkness falls dlc letting us fall to the dark I bet half the people would if they said "Fall to the darkness hunt the agents of the light, rain death and destruction down upon the cryptarcs and destroy their archives." It'd be like, well hello there betty, I can have my vengeance now, oh my yes to a darkness we will go.
