It depends. The intel strength and displace affect other aspects. Use of your super grenade or melee ability. So if you don't constantly use those then there's no point in equipping the 80 armor. Chances are you do. So use the 80 and take the hit on damage intake. It's not that bad really.

I appreciate the opinion, and I agree, but the question is not about my gear. It is What's the How much Defense Rating = How much Damage Reduction

There's no actually way to tell. It seems the crucible is disabled to be equal. Maybe bungie support will need to answer that. You also have to take in the class armor as well.
