Bungie no longer does anything with the Halo universe. You should post this in forums at Halo Waypoint.
However to answer your question the first thing that I noticed is that you said you're a five star general but only have a highest skill of 36. To be a general to need a highest skill of 50. There is no way you can be a general without having a highest skill of 50.

My highest outside ssocial slayer witch isnt ranked , is a skill of 36, in social im a general , and my over rank a strike commander three.

Actually I said that I am a 50 in social slayer a five star general. That rank is separate from the actual rabk you have. Witch in my case the highest I have gotten outside social slayer is a 36 in team slayer.

Right so you're talking about the little white playlist ranks. In that case to be a 5 star general all you need is 2,000 EXP in that one playlist. http://halo.wikia.com/wiki/Rank_(Halo_3_Multiplayer)
