The point trying to be made here is the idea of the limit staying in the competitive multiplayer is good because it levels that playing field. There's no one we're competing against in the story mode which allows for raising the level of difficulty, and the raids are suppose to be super hard even for teams pro-gamers. Unfortunately Bungie designed Destiny to be highly prejudice against lone wolves, but that's a completely different issue. So it makes no sense to limit modes that don't need their playing fields leveled.
