They could just make a simple rule. any time you quit a game you get relegated to hanging out at the bottom of the queue until there's a slot that nobody else can fill at a given time.

I like that idea, but given the sheer amount of people who will be playing, they might not have much trouble getting into the next match that they'll also potentially quit.

Well, if they are at the bottom of the queue they have to wait while other people are getting in. If somebody else joins tje queue, they go in front of the people who quit. So, quitters would litterally have to wait until there's a random filler slot that nobody else is waiting to fill.
