As a whole they are good suggestions, the main things i'm not really sold on are;
#4 - I think this is kind of unavoidable because they can't just make the hardware faster, or reduce loading times without negatively impacting map quality (unless they made it load seamlessly kind of like how it's done in oblivion/skyrim exteriors?). The only thing they could realistically change is giving the ability to skip going to orbit at mission end and go straight back to tower. It would cut out a single load screen without totally nulling the purpose of orbit altogether.
#8 - Implementing something like this would make balancing an exponentially larger task than it already would have been.
#10 - There is likely a reason behind this size and changing it could negatively impact the game seriously for difficulty reasons.
#15 - The only part of this I dont really agree with is the cover system and leaning from cover. This would promote a camp-friendly playstyle which I think is what they have strived to avoid.
#17 - I think the radar is fine as is, it's highly functional yet not 100% accurate and requires some thought and map knowledge. I think it's really clever.
#21 - This could be a bug/lag, I've quite often shot at people and had this happen to me yet other times people die in about 8-10 well placed auto rifle shots. The worst of these no hit registration moments being a complete auto rifle clip, 1 shot from a shotgun, and 2 melee hits with absolutely no result whatsoever. He then turned around, and one shot me with his own shotgun.
