Does that mean its buffed in PvE or just PvP? I'd prefer just PvP to be honest

pve and pvp is interconnected, so yeah any change to gear, skills and supers will apply to both

My Handcannon did 250 damage with a headshot in PvE, and about 75 in PvP. I'm sure they can change then numbers of one and not the other

that´s due the impact stat being equalised in PvP, if any buff occurs it will be to stats that do matter in PvP, such as reload speed or rate of fire. I doubt they shoehorn in the special bonus just for one or two guns, if there is any changes it will be to the established stat system

Statistically yes, but I feel like there is some way they could change the way they work in PVP and not PVE
