There were a lot of areas which were clearly cut off in one way or another. It was a Beta after all.

  • Betas just test the servers

  • And they also test game balance (case and point, the vehicles in PvP which Bungie said they fixed for the game release, but just left the beta alone). They pretty much test everything in the game as a final form of quality control. Testing servers is just one reason for a beta.

  • It's funny how no one complained about that sort of thing in Halo 3. Killed by the Guardians ring a bell? Stop acting so spoiled and just appreciate that Bungie has actually given you a fresh new game. Seriously, the game hasn't even been released and you are already acting like you actually know the full extent of everything in it?

  • They actually could make it that much bigger. Bungie could add buried networks of tunnels that open up an entire subterranean world for us to explore. The point is we really have no idea, so just expect to maybe be pleasantly surprised instead of thinking all we saw will be all we get.

Bigger is not necessarily better. Larger maps could lead to much larger problems down the road. For instance, since each area constitutes its own "little world" for the sake of keeping overpopulation out of the equation, a larger map would effectively thin out the density of players in each area. This would go counter to what Bungie wanted for the game, which is inter-game cooperation from the players. Additionally, adding more smaller areas could lead to similar problems with player "migration" since the players are not contained to only that specific region. Besides, what they've shown us could be considered an empty stage, so to speak, that they are working to fill in the future. *Edit This could be the optimal choice for all we know as we really don't have all of the data.
