Hunters had no problem sniping me down with hand cannons or snipers in combat using it.
As for warlocks they had mixed results depending on situation.
Either way the gun isn't overpowered. Most people complaining are hunters who had their killstreak ended by someone using the gun while they themselves used a single shot weapob probably stuck reloading.

The time to kill on that gun seems pretty wicked... way faster than any of the AR/Scouts I used during beta (even when I pulled off straight headshots.) I never got a good handcannon. Do those one hit to the head in PvP? In PvE the ones I found seemed to take 2 headshots on like level mobs (same as scout... yet higher recoil and lower clip size than scout so I dropped it like it was hot real quick.) Finally, comparing primary to a secondary is kind of silly. Sure, a sniper/shotgun can one hit kill you in the right situation; however, you can use those and the Shingen-C. Yes, cross slot balance is still a good idea (ammo rarity must be a factor though), but that doesn't work to prove within slot balance exists.
