The guns you're refferimg to are laser weaponry.
Why is it weird that a higher level weapon has a higher damage score?
Weapon unique traits is actually fun for most of us, and shouldn't be standardized. Then its too cookie-cutter and takes away from getting exactly the right drop, and the fun of loot is diminished.
Your getting ahead of yourself talking about how fast things level up, since Bungie already told us we were on an accelerated experince gain for the beta. Its going to take at least a bit more work in the final release.

Ah, and in response to the weapon traits. The fun of loot won't be diminished when you get a new rare weapon, anyway. Why make the same ANIMA-E7s have different stats that'll infuriate another player for being so useless while another gains satisfying upgrade options? Standardized weapons would be fully customizable instead of having limited option pre-set on the drop. They'd be unique in the end while fitting the need for the Guardian.

A Shingen-C is available for a level 8, so I'd expect a higher tier weapon other than a Shingen-C to replace my current one at level 10. As for the laser weaponry, I know not all weapons in Destiny are laser weapons, yet all sound the similar to laser frequency. I don't think the Valka or Jigoku are laser scout rifles, but they certainly do sound like one.
