I'm not talking about the events either. Is PVP available freely anytime in the beta if so where is it located and does it have a level requirement which I hope not.

Once you hit the appropriate level, you'll find "Crucible" as a location to travel once you "Set Destination" in orbit

It'll be it's own location once you "set destination." For reference, go into orbit, set destination, and it'll be the farthest, but empty (for you), circle, located on the right of Earth.
