Agreed.
To be a competitor the hand cannon needs a bigger bonus on head shots. I don't want to see it with overall damage increase as it would become a spamming weapon instead of the intended marksman weapon.
Getting headshot with a hand cannon should scare the crap outta any guardian.
It works very well in PvE though.

Or maybe just a bigger clip and faster fire rate. It is agonizingly slow, but that could just be the one I am using.

Right?? Admittedly I would like a little damage boost, but an increase of crit damage would suit me just fine as well. When seeing a guardian using a HC in the crucible, you should be just as wary of them as any other gun toting guardian, not just thinking "Oh, all I need to do is dodge two or three of their shots."

I completely agree, I actually think the hand cannon would be perfect if they just increased its critical damage in pvp
