You can use shaders, also, you can customize by using different armors. There should be enough variety to keep it fresh.

In terms of changing the appearance (like physically), Bungie stated that their reasoning for not allowing that is so that Bungie's art and design would be unified under the vision of the artists, so everything would look like it fits into the universe they're creating. I'm fine with this philosophy, as long as there are a nice variety of armor pieces. Maybe it would be cool if players could design their own armor dyes and designs and things, but I can see how that could cause problems.

Because it be a pain to create attachments that has to fit quite different armour? I would say the reason is work vs reward and I imagen Bungie thinking lots of work for little payoff.
