The chief would win hands down. He could take on elites taller and stronger then him.
The real question is, who would win in a fight, the ghost, or 343 guilty spark?

I truly don't think your ghost would stand a chance. Guilty spark does have offensive weaponry if you remember the end of Halo 3 at all. Your ghost would get trashed.
