I don't know man Argonia isn't very hospitable for other races of the Empire. The only way I see Black Marsh being explorable is if someone comes along and does what Tiber Septim did to Cyrodiil and use the power of CHIM to make the land livable for other races.

Or just introduce plot armor for the player character.
