A key.mind can he developed. From a grave mind into a key mind. Those proto graveminds can come together and make a key mind.

Yes. The next step to a grave mind. They are smarter than AIs. Used precursor tech to kick the forerunners ass.

A Gravemind is not a prerequisite for a Keymind to form. Keyminds are created when the entire biosphere of a planet has been consumed by the Flood. It is unknown if they use Precursor tech or not. All that is known is that they are smarter than Metarch-Class Ancillas, and have the capability to prevent Forerunner slipspace transit, whilst bolstering Flood transit in slipspace through unknown technology.

See, the problem is that Halopedia is non-canon. Looking up the citation where it claims that's stated, it leads to a page that just talks about Precursor artifacts reactivating. Nothing on that page references Keyminds being able to control them. Nor on the surrounding pages.
